The Workers' Food Program (PAT) is a frequent topic here on Alymente's blog. The main aim of this initiative is to guarantee good quality meals for Brazilians across the country. The program's rules, however, change year after year, and PAT 2023 was no different.

The Workers' Food Program has existed in Brazil since 1976 and is constantly undergoing changes to its rules. When we talk about PAT 2023, some say that the changes are overdue, given Brazil's economic and social situation. 

But in practice, what has changed or been changed? Let's go:

  • When the benefit should be paid: it has been defined that companies must, without exception, pay food stamps and meal vouchers in advance. In other words, the employee must receive the money before, and not after, using the benefit;
  • The end of the rebate: another change in PAT 2023 concerns the food benefit companies themselves. Previously, it was possible for these organizations to offer discounts to those who contracted the programs. Now, this discount is no longer possible;
  • Updating the list of prohibited products: new products have also been added to the prohibited list. It is now explicit that any item that is not for the sole and exclusive purpose of food is prohibited from being paid for with VR or VA, such as cigarettes;
  • New list of foods that can be offered by companies: it is common for organizations to offer snacks to employees in the workplace. With the aim of encouraging a healthier diet, the list now includes items such as fruit, nuts and seeds.

What now for companies?

The changes provided for in PAT 2023 come into force in May 2023, and it is the obligation of the organizations that are part of the program to ensure that they are in compliance with the law. 

This is precisely why the rules are published in advance. This makes it possible to make the necessary internal and bureaucratic changes within the established timeframe. It is also worth noting that the government has promised extremely strict supervision of PAT 2023.
